Unfortunately, if KNetworkManager is set not to use KWallet, it fails to
connect on startup for me.

A simple workaround to make KWallet work without a password is to set
the password to be blank - open the KWallet configuration, change your
password, and leave the text box blank when it asks you for the new
password. This handy undocumented feature has saved me plenty of
password typing :)

Of course, this means KWallet will store passwords unencrypted. The real
solution is to integrate KWallet with PAM, so it can be encrypted and
still not beg for a password. A temporary workaround is to use an
encrypted home folder or mount .kde in an encrypted volume that is
decrypted via PAM on login.
