[Bug 257563] [NEW] Don't install the required package libxml2-utils

Binary package hint: kate-plugins

The XML validation plugin requires the libxml2-utils package, but when
you install the kate-plugins, apt doesn't have this package as
requeriment.

kate-plugins version: Version: 4:3.5.9-0ubuntu1

Installed by 'apt-get install kate-plugins'
