[Bug 44881] Re: desktop icons hidden by the panel when rearraging

Bug still present in KDE 3.5.9. I doubt that bug will ever be fixed.  I
made a panel at the top of the screen and the icons are MOVED behind.
Why does KDE mess with the icons? Why can't it just leave them alone?  I
don't know.
