I was using Kaffeine 0.8.6-0ubuntu8 in a KDE3 desktop.

Quoting the responsible code in /usr/lib/kaffeine/install-codecs:
libdvdcss_url = 'http://kubuntu.org/packages/libdvdcss-' + distro_arch + '.deb'
os.system('kfmclient exec ' + libdvdcss_url)

I see two solutions:
- or put the package online at that location
- or fix the code and update the Kaffeine package
