Jonathan, can you modify the patch on the KDE Printing Manager to use
the new CUPS command "cupsctl" (part of standard CUPS package) instead
of the now removed enable_sharing, enable_browsing, browsing_status,
sharing_status, ... scripts? cupsctl does all this without need of root
rights. lpadmin membership is enough. system-config-printer and also the
CUPS web interface uses the IPP calls which cupsctl uses. See also "man
cupsctl".
