I can confirm this bug too here on my Kubuntu Feisty with KDE 3.5.6.
Restarting the session doesn't help here. I didn't specificly check the reboot. But I had this option disabled for some time now and did reboot the system since then.

Google didn't help me much as the only workaround I've found was to
disable the desktop icons completely which leaves me without the file
icons :(

An 'own' idea was then to enable the device icons and then manually
disable all the devices from the list. This works fine! But it's a bit
ugly.
