I was having a deeper look into this, and it turns out that System
Settings is basically KControl but re-organised, which in turn is jsut a
collection of individual applications, nicely grouped.

The application responsible for Disks & Filesystems is called
'mountconfig' and is installed in the kde-guidance package.  The version
I have installed is 0.8.0svn20070727-0ubuntu6.

I don't know if this is getting any closer.
