[Bug 156407] knetworkmanager dissociates wireless link

Public bug reported:
The first time an AP is selected in knetworkmanager, a link briefly
appears then disappears. dmesg reports:

[ 186.420000] wlan1: RX authentication from 00:0d:xx:f9:xx:24 (alg=0 transaction=2 status=0)

[ 186.420000] wlan1: associate with AP 00:0d:xx:f9:xx:24
[ 186.420000] wlan1: RX AssocResp from 00:0d:xx:f9:xx:24 (capab=0x11 status=0 aid=6)
[ 186.420000] wlan1: associated
[ 192.540000] wlan1: disassociate(reason=3)
If I repeat the process, everything works fine. dmesg reports the above
minus the final line. I can re-select the AP as many times as I like -
the problem only occurs the first time after booting.
This problem is specific to knetworkmanager. If I configure the
connection manually via modifying /etc/network/interfaces, I don't see
the problem.
It's not an issue with the card, as the problem occurs on two wifi cards
with completely different chipsets (rt2500 and prism54).
