In Kubuntu 7.10 64bit RC:

After some new updates in RC, the option: "Use mouse navigation instead
of scroll-bars for contact list" disappeared in kopete
(settings>behavior>miscellaneous). I tried to go back to an
older/alternative version but there is only one version in the standard
repos.
