[Bug 151073] bad quanta package for translations.

Public bug reported:
Binary package hint: kdewebdev
I installed kdewebdev from the repository, and quanta appeared to be in english, where my system is in french.
It seems important to report that the language-pack-kde-fr was installed on my computer
I had to do the workaround described below, and post a new comment to the bug

in quanta.
But they told me the bug was already fixed, and that it was a package problem I should report here in ubuntu.

Workaround (found at http://www.souslestoits.net/blog/index.php/post/2006/11/03/76-quanta-plus-de-nouveau-en-francais , in french)
install the normal translation package
sudo apt-get install kde-i18n-fr #note: this package was not installed with kdewebdev, and installing it alone did not solve the bug
then
get this package directly from kubuntu edgy
wget http://kubuntu.org/packages/kde-356/pool-edgy/kde-i18n/kde-i18n-fr_3.5.6-0ubuntu1~edgy1_all.deb
uncompress it
dpkg -x kde-i18n-fr_3.5.6-0ubuntu1~edgy1_all.deb kde-i18n-fr
and copy it to the right place
sudo cp kde-i18n-fr/usr/share/locale/fr/LC_MESSAGES/quanta.mo /usr/share/locale/fr/LC_MESSAGES/
note: the package kde-i18n-fr is not included when installing quanta, so
I think the best solution is to correct the quanta package AND the kde-
i18n-XX package
