[Bug 148054] No way to disable strigi

Binary package hint: kde-systemsettings

kde-systemsettings does not provide any method to disable strigi (at
least, I couldn't find any).

Rationale: Users should be given a graphical method to temporarily
disable indexing, without having to deinstall strigi.
