[Bug 164760] If I set US English as my language, measurement should be set as Imperial

Public bug reported:

I don't know if this actually a problem within System Settings or
something else, but if I choose my Language as US - English, which
should control my other "Region" settings, units of measurement should
be in Imperial instead of Metric by default as that is what the US uses
