[Bug 160617] kdelibs should depend on dnotify and fam

Binary package hint: kdelibs

There seems to be an ugly race condition or something in kded that make great parts of KDE blocking if dnotify and or fam are
not installed on a system.

Therefore I vote for making kdelibs depend on them.
