This file (guidance.po) is not even present in the norwegian svn, that is not translated at all.
http://l10n.kde.org/stats/gui/stable/nb/extragear-utils/index.php
So this has to be faulty packaging at some stage.
(For the norwegian bug it is enough to remove guidance.mo from /usr/share/locale-langpack/nb/LC_MESSAGES/ to fix it.)
