My problem was similar to those here: shutdown from kdm works, shutdown
from within a KDE session does not (freezing on Kubuntu splash screen).
I can also confirm that removing usplash (or probably disabling it) is
an easy and basically painless workaround.

My experience differs with some in that logout always worked fine for
me; so I'm not sure that there is only one bug going on here.
