Public bug reported:

Binary package hint: kdesktop

Screensavers don't work if dpms is disabled manually, also disables
automatic locking.

if you use xset -dpms to disable dpms then the screensaver will only
blank, no matter what screensaver you have set, also it will not lock
the desktop.
