[Bug 91549] kubuntu bottom of settings window off screen

Celeron 500MHz (128KB) 64MB RAM 6.0GB 12.1 SVGA TFT 800x600, NiMH, 24x-10x CD-ROM, Int Modem and Ethernet

With the 12 inch screen many of the kde settings windows are off the
bottom of the screen making it impossible to reach any of the button at
the bottom of the window.  Using the 'resize' button at the top right
corner doesn't cause the window to resize to the size of the screen.

Also during boot, the splash logo is off centre.  Same with the logo at
shutdown.
