I get the same error and disabling cache makes it work. I am running on
kdebase-3.5.6 which is the stable one on kubuntu. It also works if I
type kdesu konqueror even with cache enabled. I do get the following
warnings though

kio_http_debug: WARNING: (6738) Can't communicate with kded_kcookiejar!
kio (kioslave): WARNING: Can't communicate with kded_kpasswdserver!
