[Bug 118466] kde programs should have the kdehelpcenter dependency

You have been subscribed to a public bug:

If you are installing kmymoney2 from Ubuntu, kdehelpcenter is not
installed.

So if the user click on Help->Handbook, He will receive this message:
"Could not launch KDE help center: could not find service khelpcenter"

This is solvable easily by installing khelpcenter but this is confusing for new users:
