The problem is still present in Ubuntu Feisty.
However, I have found a workaround that works for me:
with Kontact inactive I have added to the file $HOME/.kde/config/kontact_summaryrc in the ActiveSummaries statement the string "kontact_newstickerplugin".
Therefore the statement now looks like that:

ActiveSummaries=kontact_korganizerplugin,kontact_kmailplugin,kontact_knotesplugin,kontact_specialdatesplugin,kontact_todoplugin,
kontact_weatherplugin,kontact_newstickerplugin

When I restart Kontact I find the proper option to activate and
configure newsticker in the "Configure Summary View" option in the
"Settings" menu.
