[Bug 118321] Kubuntu System Settings missing admin button for KDM Theme Manager

Public bug reported:

Binary package hint: kde-systemsettings

The KDM Theme manager in the System Settings control (under the
Appearance section) is missing the Administrator button.  This button is
required for the user to make changes in this section.  With root login
disabled by default, the average user is unable to change the KDM theme
at all.  This is using Kubuntu 7.04 with all the latest updates
installed.
