I have a Thinkpad T61 with Atheros card.  I am running Kubuntu Gutsy.  KNetworkManager (v0.2) is behaving correctly.  Can you do a 
   sudo /etc/init.d/networking restart 
in console and see if you can see WiFi access points afterwards

Also, would you be able to verify this with Gutsy?
