Negative, it's not fixed in kde 3.5.6. Behaviour has changed though; '
and " now result in one rather than two stars being (directly) printed.
Just like in the original bug report none of the other dead keys work,
so effectively Xorg's intl keyboard setting seem to be completely
ignored.

Additionally (tested in the username field), ' can only be written using
ALTGR + ' as just typing the character itself results in ´
