[Bug 80241] adept-common depends on apt-index-watcher

Public bug reported:

Binary package hint: adept

adept-common depends on apt-index-watcher and on debtags, but new
version of debtags conficts with apt-index-watcher.

Should debtags drop its confict with apt-index-watcher or should adept-
common not depend on apt-index-watcher?
