[Bug 78346] walk through windows (alt+tab) jumps over GTK modal windows

To reproduce.

1. Open Synaptic (Package Manager).
2. Click on Settings->Repositories. A modal window will open.
3. Press Alt+Tab repeatedly.
4. The icon of synaptic appears on the menu but cannot be selected.
