I moved my sound card around, and this improved things. My system is
borked, and I'll have to install a fresh Kubuntu when I get around to
it.

It is such a pain when IRQ's are mapped to PCI slots, and the mainboard
will not work with IRQ sharing.

We will have to wait and see if I still have this problem after
reinstalling.
