[Bug 88322] Cannot switch keyboard language layouts in Kubuntu Feisty Fawn.

Public bug reported:

In Kubuntu Feisty Fawn, I cannot switch to different keyboard layouts.
Although it shows up graphically, it would still write in English.

How to reproduce:
Just add different layouts, I tried with Hebrew and Russian and they both didn't work.
