[Bug 61482] KDE's "System Settings: Display" is useless

Public bug reported:

My KDE System Settings doesn't allow me to change anything, even as Root
user.  I cannot change my resolution nor my colour depth, and trying to
set up two displays is pointless.  Anything that I do in here is marked
as "Unable to confirm" or some other error, and the [Accept] button is
always greyed out.

I have an NVidia 5200 with TV-Out (SVidio) (NVidia driver), a new
Samsung LCD monitor, and an AMD Athlon 2900+ with 512MB RAM.  This isn't
an old machine.  The Display settings should work, chould be
configurable, and should be able to set up TwinView however I'd like it
(top, left, clone, etc).  Also, this should have a dialogue box to
Accept the changes or wait 5 Seconds to revert (this would require X to
restart or test somehow).
