[Bug 86065] Re: setxkbmap only effects newly started applications

I have the same problem on both Kubuntu Fiesty and Debian Etch. KDE
layout switcher does not switch layouts anymore. Besides, every attempt
to switch layout with a hotkey generates 30+ lines in ~/.xsession-errors
at both systems:

got DevicePresenceNotify event (reltype=15)
got DevicePresenceNotify event (reltype=15)
got DevicePresenceNotify event (reltype=15)
...
