[Bug 76001] Can't type Spanish acutes with French keyboard layout on kde

Public bug reported:

Typing Spanish acutes with French keyboard layout doesn't work. In fact,
ubuntu and gnome use keys like these to type Spanish acutes :

ctrl+shift+u and e,1=á
ctrl+shift+u and e,d= í
ctrl+sift+u and f,3=ó
ctrl+sift+u and f,a=ú
ctrl+shift+u and f,1=ñ
alt gr, ! = ¡
alt gr, ? = ¿

It doesn't work on KDE (on any distro). I didn't succeed to find any way
to type these acutes on kubuntu. Moreover changing the keyboard layout
is a very bad solution : French keyboards use azerty layout, Spanish
keyboards use qwerty layout. Let me add that typing Spanish acutes with
ctrl+shift+u+... doesn't work on gtk applications with KDE (openoffice).
But it works well on kde/qt applications with gnome (kubuntu or amarok
on gnome)

Is it possible to standardize the way of typing acutes on ubuntu and
kubuntu? It would fix a very annoying internationalization problem and
it would be more user-friendly. It prevents Spanish students or people
who use to communicate with Spanish peaple from using KDE.
