[Bug 76361] KDE minipager not saving settings

I've seen this particular problem reproduced on several Kubuntu PCs.  I
solved it once, but can't figure out how I did it.  Currently seeing the
problem on 6.06 and 6.10.

To reproduce the problem:

1) Fresh install of Kubuntu.
2) Log in the first time.
3) Right click the pager.
4) Select Pager Options -> (Text Label) -> Desktop Name
5) Log out
6) Log back in
7) Pager now is back to displaying Desktop numbers instead of Desktop name.

In addition, ~/.kde/share/config/ is filling up with files named
minipager_applet_xxxxxx...xxxxx_rc where xxxx is different.
