[Bug 178472] KControl is empty, config apps show up in Lost & Found

Public bug reported:

Binary package hint: kcontrol

Started with a fresh install of Kubuntu Hardy Alpha2.  This bug was
present right after install.  I applied all current Hardy updates,
problem was not fixed.

When launching kcontrol in KDE3, the list on the left is empty.  It
should normally contain various apps to configure the system.

This is similar to these bugs (and maybe more):

I seem to be missing /etc/xdg/menus/kde-applications-merged/kde-
essential.menu

In previous incarnations of this bug, they simply had to create a
symlink for the file and kcontrol worked.  I don't even have that file
anywhere.

As a fun bonus, all of the kcontrol apps show up under Lost & Found.
