[Bug 178007] in kubuntu, filenames with UTF-8 accessed from konqueror over ssh (fish) are wrong

Public bug reported:

from kubuntu 7.04 and 7.10 files with UTF-8 characters in names have
wrong names

how to reproduce:
on machine "server" use 
touch /tmp/test_file_ěščřž

from machine "client" use in konqueror

fish://username@server:22/tmp

file name will be diferent

test_file_?????
