[Bug 136428] qtconfig 3 and 4 menu entry names differ

This is probably just picky, but in

System -> Preferences

qt3config is shown as - "QT3 Configuration"
qt4config is shown as - "QT 4 Settings"

qt3config's entry is probably more correct. The program identifies
itself as "QT Configuration", not QT Settings.

I can send a screen shot.
