[Bug 135655] khelpcenter htdig is not installed automatically

Public bug reported:

Binary package hint: khelpcenter

Kubuntu Gutsy installs khelpcenter without the application manuals
indexed and does not install the htdig package needed to build the
indexes.  I would consider it a bug as the khelpcenter as installed is
rendered useless without it.
