[Bug 108260] KDE - active borders not configurable enough; interfere with panel hiding

I have the panel at the top of the desktop, with auto-hide activated,
configured so that when I bump the top of the screen, it unhides. If I
switch to multiple desktops and enable active borders, the top and
bottom of the screen are set as the "hot borders", and this is not
configurable. Because I already use the top of the screen for the panel,
I'd like to set the left and right of the desktop as the "active"
borders for desktop switching...but this isn't possible. Please add
options to kcontrol to allow this.

(I see this as a bug rather than a wishlist, because the behaviour is
broken.)
