I can't reproduce it with Feisty for the simple reason that it is no
longer available! For me, the bug occurred in Dapper when I tried to
accessed the "Command shortcut" tab (see attached screenshot of
Dapper/kcontrol). AFAIK, this tab is no longer with Feisty since -I
guess- this is meant to be configured through the "K Menu editor".

Since there is a workaround with the LTS dapper (use kcontrol instead of
systemsettings), and since it is no longer available in Feisty, I'd vote
for closing that bug report.
