[Bug 104411] Adept notifer should use KNotify to notify updates

If I'm not wrong, Ubuntu's update notifier shows popups when there are
new  updates to packages avalaible.

I think that adept_notifier could use KNotify to inform the user about
package updates. Its behavior would be easy to configure using the
KControl notifications module, so it would be as intrusive as you liked.
