[Bug 62439] Ark problems with written accents

Public bug reported:

Binary package hint: ark

Ark is unable to extract an archive in .zip format because a file within
contains a written accent (it's very common in spanish or other
languages) in its name. It seems like Ark gives two different filenames:
one in Unicode and another one in UTF (that's just my suspicion). Here
below I post the details of the command terminal:
