Yes this is the intended behavure, this is not a bug, I'm sorry you were
suprised by this change but it is an ongoing KDE useability experimental
change we  are incorperating into edgy. You can find more information

NOTE: you can choose "show hidden files" from the konqui menu and all
files are shown even those hidden
