[Bug 61107] Some stock strings are not extracted to be translated

kdelibs is missing some stock strings like '&Settings'. I did some checks based on what KDE has in their repositories and looks like for some reason, we are not extracting them when we generate the .pot file for Ubuntu.

Jonathan confirmed this as a know bug in Ubuntu
