[Bug 59334] Wrong language and country in kdeglobals

Binary package hint: kubuntu-default-settings

When installing Kubuntu, the language and country are not properly set
in kdeglobals.

Although KDE is installed in the right language and seems to use the
right country settings, the fact of providing kdeglobals in /usr/share
/kubuntu-default-settings/kde-profile/default/share/config/kdeglobals
without the [Locale] settings seems to force using default (C, en). In
systemsettings the default language is thus shown as being American
English.
