Using dapper 6.06 live cd here is info on konqeuror

ubuntu at ubuntu:~$ apt-cache policy konqueror

On i386 the site opens fine for me. Please run apt-cache policy konqueror  and make sure your version numbers match mine. Also can you give us your arch. by using uname -r.
