I can confirm this for Edgy with KDE 3.5.4-0ubuntu2 too.

This also not only happens with korganizer, but also with kmail and
knode. It doesn't happen with the other kontact components. It doesn't
matter if these applications are started standalone or through kontact.

The manuals for those packages are installed and still reachable through
khelpcenter, they just don't appear when pressing 'help' in the
configure dialogs.
