[Bug 58524] guidance-power-manager: no tooltip on AC with full battery

Public bug reported:

When my laptop's battery is full and the AC is plugged in, guidance-
power-manager will not display its tooltip when I hover over it, leaving
me clueless as to the battery and cpu states. During any other charging
or discharging states, the tooltip shows up properly.
