[Bug 69299] [kmail] Allow External Resources From <site>

Public bug reported:

Binary package hint: kdepim

Currently, there are two ways to allow external images to load by
default:

1. Allow for *all* e-mail (very unwise)
2. Filter all "safe" e-mail to a folder, enable external references for e-mails in that folder (very annoying)

I'd like to have a whitelist of sites that are deemed safe to load
external resources from. That way, if an e-mail has an href to something
from comics.com, okay. If it has a references to stealmyidentity.com, it
doesn't work (by default).
