Public bug reported:

Using Kubuntu V 6.10 RC1. with KDE 3.5.5

When logged in as generic user one opens Konqueror to graphically
navigate to a directory such as /var. First launch Konqueror then
select Location / Open Location which dispays the "Open Location-
Konqueror" window. Then selecting the directory icon to the right one
wants to display all the entire directory structure. In earlier KDE
versions, such as 3.5.2 this is done by selecting the drop down arrow
on the right and choosing "Root Folder: /". Then all the directories
are displayed. The user can then navigate to the desired directory.

In 3.5.5 selecting "Root Folder: /" only displays two folders, "home"
and "media". The result is that a user cannot graphically navigate to
any directory.

Similarly if one opens Konqueror and enables the Show Navigational Panel
one should be able to see all directories by selecting the Root Folder
icon in the lower left of the navigational pane. It only shows "home"
and "media".

Behavior is the same if one does a kdesu konqueror.

Basically the problem is that Konqueror looses its functionality as a
means to graphically navigate the directories and files.

Separately I'd like to urge the developers to reconsider not having a
real root account. This philosophy seems to be based on the notion that
the software vendor knows what's better for the user than the user. Of
course there's potential risk when using an administrative account,
everyone who owns a PC knows this, but there's also risk in driving an
automobile at 100 mph, but we don't want auto manufacturers to limit
cars to only 30 mph because everyone knows its safer. We shouldn't
expect to know what's best for administrators, or their end-users.

** Affects: kdebase (Ubuntu)
