[Bug 67200] [Edgy] v1.0.1 Excess Flood due to /WHO on connect

Public bug reported:

upon connecting to irc.freenode.net with Konversation 1.0.1 on Edgy I
get booted for excess floods.

In order for me to connect, I have to goto 'Settings -> Configure
Konversation -> Behavior -> Chat Window' and disable the "Enable
Automatic User Information Look Up (/WHO)"

OK, so it allows me to connect, but it doesn't look up everyone, and
provide hostmasks. So when I move my mouse over a person, I get a
tooltip with just their username. Granted this bug isn't severe, and
more of an annoyance, but it is still a bug.

I can connect to everyone of my channels just fine using IRSSI, X-Chat,
BIP (IRC Proxy), and KVirc.
