[Bug 73329] settings defaulted

Binary package hint: kubuntu-desktop

I have the Baghira theme.

All of a sudden  I logged in yesterday and it was like a new KDE
installation, asking me for my language and region, what KDE's behavior
should be, etc.

This happened for all accounts on this box.
