[Bug 71926] CSS Parsing has a bug

There is a bug in the CSS parser.

The first style of the CSS is ignored if the css file starts with
---

@charset "utf-8";
...
---

while the bug disappears if there is no line return before the @charset directive
---
@charset "utf-8";
---

I have included a testcase/proof on concept/whatsoever containing a simple html and 2 css files.
